Mauritius ranks among the world’s freest economies

Mauritius has once again been recognised as Africa’s leader in economic freedom, ranking 21st globally in the Fraser Institute’s Economic Freedom of the World: 2025 Annual Report.

The Fraser Institute’s Economic Freedom of the World: 2025 Annual Report places Mauritius among the top 25 most economically free countries in the world — 21st globally and first in Africa, with an overall score of 7.76.

The annual study evaluates 165 jurisdictions worldwide, measuring how effectively their institutions and policies support economic freedom — the ability of individuals and businesses to make their own economic choices. The index is based on 45 indicators across five key areas:

  • Size of Government
  • Legal System & Property Rights
  • Sound Money
  • Freedom to Trade Internationally
  • Regulation

According to the 2025 report, the top five economies for economic freedom are Hong Kong, Singapore, New Zealand, Switzerland, and the United States. The five lowest-ranked are Sudan, Zimbabwe, Algeria, Iran, and Venezuela.

Across the African continent, only four countries are ranked within the global top 100:

  • Mauritius – 21st (score 7.76)
  • Seychelles – 31st (7.58)
  • Cabo Verde – 44th (7.44)
  • Morocco – 94th (6.38)

Mauritius: performance highlights

In the 2025 edition, Mauritius achieved strong results across several dimensions of economic freedom:

  • Freedom to Trade Internationally – 8.76 (rank 21)
  • Sound Money – 8.61 (rank 55)
  • Regulation – 7.24 (rank 29)
  • Size of Government – 7.40 (rank 46)
  • Legal System & Property Rights – 6.67 (rank 39)
